Tottenham Hotspur has reached an agreement with Manchester City for the transfer of Savinho, valued at £85 million.
The initial transfer fee for the Brazil international is set at £75 million, with an additional £10 million potentially payable through add-ons. It is understood that £5 million of these potential bonuses are effectively guaranteed, meaning Manchester City could receive a minimum of £80 million from the transaction.
The 22-year-old forward is scheduled to undergo his medical examination with Tottenham on Friday afternoon.
In addition to the Savinho transfer, Tottenham is reportedly in ongoing discussions with Manchester City regarding a separate deal for striker Omar Marmoush, as the club aims to further enhance its attacking capabilities.
Savinho, who has had a limited role since joining Manchester City in 2024, started in only seven of his 24 Premier League appearances last season, contributing one goal and two assists.
Tottenham has already committed over £200 million to acquiring six first-team players this summer. Significant investments include £185 million for midfielders Sandro Tonali (from Newcastle) and Matheus Fernandes (from West Ham). Jan Paul van Hecke also joined from Brighton for £52 million, intended as a replacement for Cristian Romero. Marcos Senesi, Andy Robertson, and Martin Dubravka were acquired on free transfers.
Should the transfer proceed, Savinho's sale would represent a club-record fee for Manchester City, surpassing the £82 million move of Julian Alvarez to Atletico Madrid in the summer of 2024.

Furthermore, Tottenham is said to be a major beneficiary of the Premier League's recent transition from Profitability and Sustainability Rules (PSR) to a squad cost ratio system. The current aggressive spending is attributed to a change in strategy under new leadership, with a clear ambition to compete at the highest level of European football. The new leadership and owners have committed to investing the club's revenue into the first team, a promise they are actively fulfilling.
Manchester City's Transfer Plans
Sky Sports News' Ben Ransom notes that both Savinho and Marmoush are considered surplus to requirements at Manchester City. Manager Enzo Maresca has indicated that while both players are welcome to stay and compete for a first-team spot, the club will not impede their departure if acceptable offers are received, particularly when players seek guaranteed first-team football elsewhere.
Manchester City will need to find replacements for these players, likely needing to replace at least one, and ideally two, before the transfer window closes in less than a fortnight. Filling these significant positions so late in the transfer window presents a considerable challenge.
